One third of a panel/frame should be dead space for story text. What is suggested in the below referenced book by Andy Smith is that each panel be divided in to 3 by 3 squares. Then place your subject matter, the subject should never be centered to the frame/panel(if text is required). This can avoid a ton of pain down the road as adding text is the last stage. A green artist can mess up a project if this is not understood.
